The present document is a Public Offer of Federal State Unitary Enterprise “Central Dispatching Department of the Fuel and Energy Complex” hereinafter referred as “Contractor”, represented by Oleg Shavkiatovich Bogdanov, General Director, acting upon the Bylaw, and maintains all essential terms of Agreement on Subscription for “FEC of Russia” magazine electronics version (Certificate of Mass Media Registration ÏÈ ¹ ÔÑ 77 - 41856 dd. 01.09.2010).
In accordance with p. 2 clause 437 CC, p.3 clause 438 CC of the RF in a case of acceptance of stated below terms and conditions and service payment, corporate person, individual entrepreneur or natural person becomes Subscriber.
Complete and absolute acceptance (Accept) of the terms and conditions of the present Offer is recognized to be performance of 100% advanced service payment and receipt of corresponding funds on Contractor current account.
1. Subject of Public Offer
1.1. Subject of the present offer is providing by Contractor of services on subscription for Publication electronic version for Subscriber.
1.2. In accordance with the present Public Offer subscription service payment is recognized to be a fact confirming agreement and acceptance of stated below terms and conditions.
1.3. The present Public Offer is recognized to be official document and to be published at http://www.cdu.ru.
1.4. Subscribe for Publication electronic version is performed by Subscriber signing of Contractor subscription list.
2. Rights and Liabilities of the Parties
2.1. Contractor is obliged to:
2.1.1. Issue Invoice not less than in three working days from a date of receiving of subscription list signed by Subscriber.
2.1.2. Effect sending of Publication to electronic mail address of Subscriber stated at subscription list in accordance with subscription.
2.1.3. Effect funds return in a case of Subscriber withdrawal of subscription when Subscriber maintains
p. 2.2.2. of the present Offer. Funds return to be effected only for yet unsent numbers of Publication.
2.1.4. Send Invoice-Proforma and Act of Acceptance of Services within 5 (five) working days to address of Subscriber since the date of sending Publication to him.
2.2. Subscriber is obliged to:
2.2.1. Sign Act of Acceptance of Services within 5 (five) working days since the date of it receiving and send it back at post address stated at Contractor details or provide Contractor within the same dates with reasonable refusal to sign the Act. With non-fulfilment of the specified obligation services of Contractor on transmission of Publication electronic version shall be deemed accepted.
2.2.2. Inform Contractor about withdrawal of Publication subscription not later than in 1 (one) solar month before the event.
2.2.3. Provide Contractor with sufficient and reliable information about final service consumer while taking out subscription for Publication in accordance with terms and conditions of the present Offer, including exact e-mail address, full name and name of Subscriber organization.
2.2.4. Use Publication only for own requirements. Further spreading of Publication without Contractor agreement is prohibited.
2.3. Contractor has a right to:
2.3.1. Change subscription cost for Publication as well as terms and conditions of the present Public Offer without advance approval with Subscriber providing upon that publishing of the changed conditions at web site http://www.cdu.ru not later than one day before putting it into service. With this price for prepaid subscription will be reserved.
3. Settlement procedure
3.1. Payment is carried out in accordance with prices approved by Contractor and stated in subscription list by transfer of funds at Contractor current account stated at the present Offer.
4. Liability of the parties and dispute resolution mechanism
4.1. Liability of parties which is not stated by the present Offer is a subject of current legislation of the RF
4.2. Contractor has no liability in a case of improper rendering of services appeared as a consequence of unreliability, insufficiency or delay of information and/or documents provided by Subscriber as well as a consequence of other violation of terms of the present Offer from the side of Subscriber.
4.3. Contractor has no liability for non-conformity of rendered services with Subscriber expectations and/or his subjective evaluation.
4.4. Contractor is released from liability for complete or partial obligation default set by the present Offer if such a default arises due to circumstances beyond control appeared after entry into Agreement as result of extraordinary circumstances which both parts could not either foresee or prevent by reasonable measures (force-majeur).

2. SUBSCRIBER
Any person stated in payment document and in whose name such payment on the present Agreement is effected (payer) is recognized to be Subscriber and in case such a payment is effected in the name of the third party (and this follows from the payment or any other official document) Subscriber is to be a person for whom such payment is effected.
